OBM conducts budget training for all City fiscal personnel

Departments submit budget requests to OBM

OBM reviews submissions with the Finance Director. OBM then meets with all departments to discuss and sign off on their budget for the upcoming fiscal year.

Operational Hearings
City Council conducts operational hearings to review and discuss the progress of each division throughout the year towards their goals for improving Cleveland

End-of-Year Budget Legislation
The City presents the Transfer, Supplemental and Temporary Appropriation Ordinances to City Council for passage at the final Council Hearing of the year.

Mayor's Estimate
The Mayor's Estimate is sent to Council by February 1st

Budget Retreat
City Council meets with the Director of Finance to discuss key budget items before hearings begin

Introducing the Budget
The budget has its 1st reading in a Council meeting

Budget Hearings
Council conducts budget hearings in mid-February

Budget Amendments
The budget has its 2nd reading in a Council meeting, and sits for 7 days

Budget Final Passage
The budget has its 3rd reading in a Council meeting and is officially approved

Adopted Budget
The budget is officially adopted by April 1st

Budget Book Published
The final budget book is printed and posted online
